A bold transformation is underway: the government is reshaping the Ghana Prisons Service to boost efficiency and uplift the welfare of its officers. This reform is part of a broader modernization drive aimed at elevating both operational performance and the dignity of inmates nationwide.
Vice President Prof. Naana Jane Opoku-Agyemang announced these plans during the commissioning of 265 new officer cadets under Intake 32 in Accra. She highlighted the Think Prisons 360 Initiative as a cornerstone of the reform, stressing that the aim extends beyond physical facilities to reforming the system’s very ethos.
The initiative envisions a modern, secure, and self-sustaining prison service. It prioritizes technology-driven operations, and creates pathways for job growth through agriculture, manufacturing, and enterprise development that can generate internal revenue. The government is also working to align the correctional system with national development goals while shifting public perception of the service.
Concrete steps include laying the groundwork for large-scale production of textiles, furniture, sanitary items, and construction materials. These ventures are designed to create jobs and widen the service’s revenue base, turning incarceration into an opportunity for skill-building and innovation rather than stagnation.
Two new funds— the Prison Improvement and Sustainability Fund and the Prison Improvement and Sustainability Pesewa Fund—will support skills training, work placements, and reintegration programs for inmates. The amnesty granted to 998 inmates was presented as part of broader efforts to decongest facilities and promote humane conditions.
The 265 commissioned officer cadets—comprising 162 men and 103 women—join the senior officer corps as Assistant Superintendents of Prisons. Prof. Opoku-Agyemang applauded the graduates who received special excellence awards and urged all new officers to uphold integrity, compassion, and discipline as they begin their careers.
